Why do mogul skiers wear baggy clothes whereas downhill skiers wear Spandex?
The knee patches seem obvious — it’s a visual cue to the judges re: the contestant’s form.
But you could have knee patches on a Spandex uniform.

To hit the second part of your question – the baggy pants in moguls – YES, there is a reason and anyone saying otherwise has never been a mogul skier. 50% of your score on a mogul run comes from your turns. The judges want to see nice, controlled movements with your legs working in tandem – your legs coming apart on the course are a big “no no”. It shows that you’re out of control and sloppy. Mogul skiers wear baggy pants with the patches on the knees to highlight their legs to the judges. The baggy pants are more forgiving and hide small deviations from the judges – so your legs can move around a bit but it will still look like they’re solidly together from the judge’s perspective.
Spandex wouldn’t work for a mogul skier because it would highlight everything you’re doing incorrectly to the judges. Everytime your legs came apart – even an inch or two – and the judges would see it. That would cost you points and potentially a spot on the podium.
